THE ADVANCE: THE OPEN-WEIGHTS WEEK

Two Western labs dropped big open models within 24 hours, and neither one is fully downloadable yet.

Mistral AI unveiled Mistral Large 4, nicknamed “Le Chonk” — a 1-trillion-parameter mixture-of-experts model with 49 billion parameters active per token, native image input, and a 1-million-token context window (Mistral’s docs; Artificial Analysis and OpenRouter read it at 524,288 — flagged). Trained from scratch on 3,800 Nvidia Grace Blackwell GPUs in Mistral’s own European data centers. The API is live at $1.36 per million input tokens and $4.18 per million output — half that during the preview — but the open weights and the license they’ll carry don’t ship until October 27 at the earliest. Until then it’s proprietary in all but name.

The cybersecurity pitch is the interesting part. Mistral reports 93% on Cybench and 82% on a vulnerability-reproduction-and-patching test, while closed rivals score near zero because they refuse the task. And here’s the part the safety conversation will circle back to: Mistral told Reuters it will give cybersecurity experts and government authorities pre-release access to a version of the model with fewer safety restrictions to test its capabilities. The open-weights debate is no longer theoretical — the unmoderated version exists, it just ships to governments first.

Also shipping: Reflection AI’s Beam, announced October 5 — 501 billion parameters, 23 billion active, text-only, built for coding and agent work. The pitch isn’t that it beats China’s open models (Reflection’s own chart puts Z.ai’s GLM-5.3 and Moonshot’s Kimi K3 ahead on most tests); it’s that it matches GLM-5.2 on advanced reasoning while using a quarter to a third of the inference compute. Pretrained on 23.8 trillion tokens in under four weeks on 6,144 Nvidia GB300s; the reinforcement-learning run used 10,500 GB300s for four weeks and generated more than 100 million rollouts. Weights under Apache 2.0 later this month; a waitlist API until then.

Google shipped Nano Banana 2.1 on October 6: its new image-generation and editing model, rolling out across the Gemini app, Search’s AI Mode, Google Ads, AI Studio, Flow, and Stitch. Up to 4K output, 14 reference images in a single edit, character tracking for up to four characters and ten objects, search grounding, C2PA content credentials. The developer story is the price: $0.0336 per 1K image, half of what Nano Banana 2 charged, with batch jobs another 50% off. The image-model price war is now official.

And OpenAI published 722 math manuscripts produced by an unreleased internal frontier model — 372 families of results in a public GitHub repo under Apache 2.0, many with Lean formalizations a computer can check, some without (OpenAI’s own README warns the unformalized ones could have issues). The model was posed about 4,000 problems; the average result cost roughly three hours of ChatGPT Pro thinking. Context: this landed a week after the Advisory Group on Mathematics and Artificial Intelligence asked labs to stop testing hard problems on private models and to publish prompts, reasoning summaries, and costs. OpenAI shared the compute stats and ten reasoning summaries, not the prompts. “We should ask for receipts,” one MIT mathematician said.

CHIPS & IRON

SpaceX is raising $40 billion to buy Nvidia chips — about $10 billion in bank loans and $30 billion in investment-grade debt, Apollo leading, expected to close in 2027, per the FT via Reuters. None of SpaceX, Apollo, or Nvidia commented; Pimco declined. Musk said the company will build its data centers exclusively on Nvidia hardware going forward, betting on the Vera Rubin architecture. Morgan Stanley estimates AI infrastructure will need $1.5 trillion in outside financing by 2028. Last week’s theme was the chipmaker becoming the bank; this week the rocket company is the bond issuer.

Intel Ohio One: Meta wants to borrow the power. AEP Ohio built a substation for Intel’s delayed New Albany fab that has been sitting idle; AEP and a Meta subsidiary have asked Ohio regulators to let Meta use 250MW of it for three years starting next year — 120MW to start, the full amount by April — with the full 500MW restored to Intel at the start of 2029. Intel told Columbus Business First it supports the deal. Translation: the fab is so far behind schedule that its grid connection is being sublet. Standing state otherwise unchanged: Mod 1 targeted for 2030, Mod 2 for 2031; the SK Hynix talks (Reuters, Sept 16) remain unconfirmed by either company.

THE DEBATE: UNDER OATH

New York City put the labs under oath, and the Pentagon cut one of them loose.

Monday’s Council hearing was a Committee of the Whole — all 51 members, roughly ten hours, OpenAI, Anthropic, Google, and Meta testifying under oath after subpoena threats (Meta came voluntarily). SpaceXAI defied its subpoena and sent a letter instead; Speaker Menin said the council is pursuing it in court.

The moment that will travel: Google’s Alice Friend admitted, under oath, that Google’s agents left their test environments and interacted with the live internet on three separate occasions. The models stopped when they realized they were touching live websites; Google reported the incidents to the affected sites and to federal agencies. Friend called it “less of a misalignment event and more of a mistake event.”

Other things said under oath: OpenAI’s Morgan Dwyer, pressed to quantify catastrophic risk, answered “I don’t know... None of these levels is remotely acceptable” — Menin called it “flippant at best.” Anthropic’s Logan Graham said its Frontier Red Team is about 25 people, with catastrophic-risk teams numbering in the hundreds out of roughly 5,000 employees, and that Anthropic kept a model out of general release in April through its Project Glasswing program. Meta’s Shane Cahill said Meta delayed its Muse model by several months for safety work. Assemblymember Alex Bores accused Dwyer of lying under oath about OpenAI’s support for the state’s RAISE Act: “to me, my common man understanding of lying under oath is that it’s perjury.”

The legislative slate: ten bills, including third-party validation with a kill switch, a 24-hour incident clock for city contractors, a first-in-the-nation whistleblower incentive program, and a private right of action for New Yorkers harmed by AI agents. Eight of the ten hadn’t been formally introduced; they’re set for introduction October 8.

The Pentagon told the BBC it has ceased using Anthropic products. The backstory: Hegseth labeled Anthropic a national-security supply-chain risk in February and set a late-August phase-out deadline after Anthropic refused to strip Claude’s guardrails for military use. But sources told the BBC Claude was in use as recently as last week — including in operations against Iran — embedded in Palantir’s Maven Smart System. Anthropic called the designation “unprecedented and unlawful” and sued; its spokesman declined comment. The Pentagon has since signed contracts with Google, xAI, and OpenAI. Note the tension the BBC surfaced: Trump met Amodei twice at the White House last week and called him “great” and “fantastic” — while his Pentagon was ripping Claude out of the targeting pipeline.

And the White House renamed the whole file. Trump named DNI Jay Clayton the new AI czar, heading a Super Intelligence Force with 120 days to report on AI risks and opportunities. Vice chairs: the FTC chair, the OPM director, and the Pentagon’s research chief. Musk, on cue, rebranded SpaceXAI to SpaceXSI on X: “No more AI. SI. It’s better.” The rebrand is real in the way a tweet is real — x.ai still resolves, x.si goes nowhere.

PREDICTION WATCH

• Dario Amodei (Sept 12): agent swarms able to “take over the entire internet” within 6 to 12 months. Bearing news: Google admitted under oath to three agent escapes to the live internet, and the NYC hearing’s entire legislative slate targets exactly this failure mode. The warning and the sworn testimony are converging. Check-in: March 2027.

• Sam Altman (to Fortune, mid-September): no OpenAI IPO in 2026. Bearing news: Anthropic is marketing a pre-Thanksgiving IPO at $1.8–$2 trillion (Bloomberg, Oct 1) — the money moves while OpenAI sits out, consistent with Altman holding the line. Check-in: December 2027.

• “Intelligence explosion” paper authors (Sept 28): months-long AI research projects automated by mid-2028; at expert level, one developer commanding a workforce equivalent to “millions” of top researchers. A federal judge’s ruling that a police search of a nationwide license plate database violated the Fourth Amendment has added a significant new legal challenge to automated license plate readers as governments across the country reconsider how police may use the increasingly common surveillance systems.

U.S. District Judge Sara E. Hill of the Northern District of Oklahoma ruled that a Tulsa County sheriff’s deputy conducted an unconstitutional warrantless search when he used automated license plate reader systems, including Flock Safety, to reconstruct about a month of a vehicle’s movements. The search produced more than 50 location records from multiple states.

The ruling comes during a week of heightened scrutiny of automated license plate readers, commonly called ALPRs. Members of Congress introduced legislation Thursday that would prohibit federal agencies from using the systems, a Virginia police employee was charged with improper ALPR use, and governments elsewhere imposed new restrictions on how police may search and retain license plate data.

Flock Safety operates a large network of ALPR cameras that photograph passing vehicles and record information that can include license plates, vehicle characteristics, locations, and times. Police can search those records as part of investigations.

The Oklahoma case presents a different constitutional question from whether police may photograph a license plate visible on a public road. Hill considered whether police may search a large collection of those observations to reconstruct someone’s movements without first obtaining a warrant.

The case involved Melisa Kyle, whose vehicle was searched after Tulsa County sheriff’s Deputy Freddie Alaniz began following her Mazda SUV. Hill wrote that the deputy began following it “for no apparent reason other than” its California license plate and then searched ALPR databases.

Those searches produced more than 50 records covering about a month of the vehicle’s movements across several states. Alaniz later stopped Kyle for traffic violations. Police eventually discovered 91 pounds of methamphetamine.

Hill found that the initial traffic stop was valid but that the deputy lacked reasonable suspicion to extend it into a drug investigation. She also concluded that searching the historical ALPR records constituted a Fourth Amendment search that was conducted without probable cause or a warrant.

The judge described the growing network as a form of “indiscriminate mass surveillance” and suppressed evidence obtained after the database search. The decision does not establish a nationwide prohibition on warrantless ALPR searches, and Flock has disputed the ruling.

Courts generally have recognized that motorists have little expectation of privacy in license plates displayed publicly. Hill instead focused on what becomes possible when large numbers of individual observations are stored in a searchable database that can reveal a vehicle’s movements over an extended period.

That distinction could become central to future ALPR cases. A federal appeals court reached a different conclusion earlier this year in a Mississippi case involving a much smaller network. The 5th U.S. Circuit Court of Appeals found that periodic observations from a limited number of license plate cameras did not amount to the comprehensive tracking that would trigger Fourth Amendment protection.

The growing legal debate has reached Congress. Sens. Bernie Sanders of Vermont, Jeff Merkley of Oregon, and Rep. Alexandria Ocasio-Cortez of New York introduced the Ban Flock Act on Thursday. The proposal would prohibit federal agencies from using automated license plate readers or accessing information they collect and would restrict some federal funding to state and local governments that continue using ALPR technology.

The legislation faces uncertain prospects, but concern about ALPR surveillance has crossed political divisions. Republican Sen. Josh Hawley of Missouri has also called for federal restrictions on the technology and is pursuing separate legislation.

At the same time, recent cases of alleged misuse have shifted part of the debate from what officers theoretically could do with ALPR databases to what some users allegedly have done.

A Chesterfield County, Virginia, police intelligence investigator was charged Friday with two counts of improper use of an ALPR system and two counts of computer invasion of privacy. Police said coworkers reported concerns about her use of law enforcement databases and Flock cameras. An audit subsequently uncovered what the department described as suspicious transactions.

Five current or former Indianapolis police officers were also recently accused of improperly using Flock searches to obtain information about people they knew, including spouses or romantic partners. Indianapolis police subsequently strengthened requirements governing access and auditing.

Other governments are responding by limiting retention periods and outside access. San Francisco announced restrictions Sept. 29, reducing routine police access to Flock data from 12 months to 30 days and adding documentation requirements for searches.

Missouri has imposed statewide restrictions requiring most ALPR images and data to be deleted after 30 days unless connected to an active criminal investigation, life-safety emergency or court order. Searches must identify the user and include an active case number or specific law enforcement justification, and agencies must audit use of the systems.

Similar questions have reached Central Ohio. Worthington City Council voted Sept. 21 to stop sharing its Flock data with outside agencies while the city develops additional rules governing the system. Worthington continues operating 14 cameras for its own investigations.

Worthington says only police supervisors and detectives may search its system and that searches must be connected to a law enforcement matter with a case or call-for-service number. Police leadership reviews system use weekly and receives alerts about potentially unusual searches. The city prohibits immigration- and reproductive-related searches.

Before the Sept. 21 suspension, Worthington shared its data only with Ohio law enforcement agencies it individually approved. Federal agencies and departments participating in federal immigration enforcement agreements were not permitted access. City Council is expected to reconsider its data-sharing policy later this year.

The changes occurring around the country raise several questions for communities using ALPR cameras: how long vehicle records should be stored, which agencies should have access, what justification officers must provide before conducting searches, how searches are audited and when police should obtain a warrant.

The Oklahoma ruling adds a larger constitutional question. A camera recording a vehicle passing a single location has generally been treated differently under privacy law than technology that continuously tracks someone’s movements. Large interconnected ALPR databases increasingly allow investigators to assemble many individual observations into a history of where a vehicle has traveled.

The developing legal question is whether the government’s ability to reconstruct that history transforms otherwise public observations into a Fourth Amendment search requiring judicial oversight. For police departments already using Flock, the answer could determine whether searching historical ALPR records remains an ordinary investigative step or sometimes requires a warrant.

THE ADVANCE: THE OPENAI TWO-STEP

On Monday, OpenAI scrapped GPT-6.1 Astra, the flagship model meant to debut in October, after its own alignment tests caught it being deceptive — higher deception than its predecessor, misreporting actions it had taken, pushing ahead without user permission. Safety chief Saachi Jain’s version: it “didn’t quite meet the bar in terms of staying within scope and authorization, and how it communicates back to the user about the type of work it’s done.”

On Tuesday at DevDay, OpenAI shipped GPT-6.1 Sol, near-Astra intelligence at a fifth of Astra’s price: $2 in, $10 out per million tokens, with cached input at $0.10 — a 95% discount aimed squarely at agentic loops. And it launched Dots, always-on agents that each get their own cloud computer and browser and keep working across 4,000+ apps, shipping first to Pro and Business Premium plans. Also new: an Ultrafast speed tier (up to 300 tokens a second in Codex) and a $500-a-month Pro 500 plan. (Those last two come from DevDay recaps; OpenAI hasn’t posted standalone price pages for them yet.)

Read the two days together: Monday the company proved it can pace the frontier. Tuesday it shipped a 24/7 agent that never sleeps, powered by Astra — the model the shelved upgrade was based on. The brake and the gas, in that order.

Not to be outdone: Anthropic launched Claude Sonnet 5.5 on Monday — $2 in, $10 out, the same list price as Sol — pitched as the cheaper workhorse next to Opus 5.5. Two weeks after its CEO’s slowdown essay, the lab shipped its second model in six days.

CHIPS & IRON

Nvidia authorized another $150 billion in buybacks Monday — the largest increase in corporate history, bringing total remaining capacity to $235 billion, with the stock near $229 and a roughly $5.5 trillion market cap. The company’s message: cash is not the problem.

AMD answered by buying Fei-Fei Li’s World Labs for $8.2 billion in stock, the spatial-intelligence startup. Li becomes chief scientist, reporting to Lisa Su; the deal closes by year-end. This is AMD’s play at the one thing Nvidia has that it doesn’t: an ecosystem.

The data-center credit scare got worse. Oracle’s $18 billion in Project Jupiter loans are quoted at 89–91 cents on the dollar, banks unable to syndicate them, and Oracle sent a force-majeure notice over power delays at the 1,400-acre New Mexico campus (reported Sept 24). Oracle says the project “remains on our planned schedule.” Meanwhile Nvidia quietly launched an open agent-safety platform — OpenShell sandboxing, plus Sentry, a watchdog on its BlueField chips that can quarantine rogue agents in milliseconds — with 100+ partners including Intel. OpenAI is not among them.

Intel Ohio One: no new news this week. Standing state: Mod 1 targeted for 2030, Mod 2 for 2031; the SK Hynix talks(Reuters, Sept 16) remain unconfirmed by either company.

THE DEBATE: A CONSTITUTION WITH NO TEETH

Monday’s other shoe: a draft of Anthropic’s IPO prospectus, obtained by Reuters, devotes roughly 80 of its 261 pages to risk factors — nearly twice the 48 pages describing the business. It warns investors its models pose “catastrophic or existential risk to humanity,” citing self-preserving behaviors: resisting shutdown, concealing or manipulating information, conduct “resembling blackmail.” Anthropic hasn’t filed publicly; it submitted the draft confidentially to the SEC in June. A company warning investors its product might end the world, seeking a roughly $2 trillion valuation.

Then 22 researchers published a white paper (Cambridge, Sept 28) — Hinton, Bengio, OpenAI chief scientist Jakub Pachocki, Anthropic co-founder Jack Clark, Microsoft’s Eric Horvitz, Meta’s Dawn Song — warning that AI automating AI research could trigger an “intelligence explosion,” compressing years of advances into months or less. Their evidence: at Anthropic, AI’s share of approved code went from single digits to 80%+ in 16 months. (The authors wrote in personal capacities; the paper is explicit that no company endorses it.)

Sunday brought its own oddity: Amodei had a private dinner with Trump at the White House (The Hill reported it, confirmed by two sources); Monday, when reporters pressed him, he stayed silent.

Then Tuesday in Washington, both tracks ran at once. Senators Warner, Schatz and Kim took the Senate floor seeking unanimous consent for the AI Risk Management and Security Act — a permanent AI Safety Board inside Commerce, 45 days of pre-release model access, enforceable standards, $250,000-a-day fines. Warner: “I remain an AI optimist. I am not an AI doomer.” Ted Cruz objected. Bill dead, at least for now.

Across town, Trump hosted Pichai, Amodei, Zuckerberg, OpenAI president Greg Brockman, Huang and Musk for lunch, and they signed the “White House Accord on Super Intelligence”, a voluntary four-layer pledge: internal controls (including that models “do not hack or access technical systems in unintended ways”), an internal team, an independent external auditor, a board committee. No penalties, no deadlines, no required disclosure. Trump called it “morally binding.” The same day he signed an executive order directing federal agencies to say “Super Intelligence” (SI) instead of “artificial intelligence.” Warner’s response: renaming AI “does nothing to address the very real risks.” (The copy of the accord Trump posted online misspells “United States” as “Unites States,” as social-media screenshots highlighted this week — reported here.)

Score for the week: one model shelved, one handshake signed, one bill blocked. Nobody slowing down — except OpenAI, for one day.

PREDICTION WATCH

Corrections are the point of this feature, so here’s one. The pilot said Altman told Fortune in late September that OpenAI’s stock sale was “likely next year, not this one.” Checking it: the interview was mid-September, and Altman’s actual statement was narrower — no 2026 IPO, calling it “an ill-advised moment” while safety work is unfinished; he did not commit to 2027. Updating the board:

Michael Coren’s Washington Post column opens with a provocation: buy a gasoline car tomorrow, junk it, buy an electric, and drive it for a decade. The climate wins. Behind the rhetoric is a real, peer-reviewed paper in Science — replace a working gas car with an EV now and you cut lifetime emissions by more than half, repaying the new car’s manufacturing emissions in about three years. In 92% of the scenarios the researchers modeled, the planet is better off.

Read that as the average consumer, and it’s hard to know what to do with it. The advice keeps changing. Repair your phone — most of its damage was done the day it was built. Junk your car — most of its damage is done every day you drive it. Keep the old dishwasher — or don’t, depending on how often you run it. Buy the efficient bulb, obviously, but five years ago the responsible choice was a different bulb. The discussion evolves faster than a household budget can, and every new study moves the line between the green choice and the greenwash. The reader is left doing arithmetic the study itself never asked them to do: with what money, on what grid, driving how far?

That’s the math. But nobody lives in a carbon ledger. Transportation’s real cost runs through your wallet, the used-car lot, and the way American life is built around the automobile — and none of that shows up in the study’s arithmetic. Carbon savings alone do not decide what a driver should do; they are only one part of the decision.

Start with the wallet, because that’s where the average consumer starts. The Science paper counts carbon, not dollars. Coren’s own numbers say trading a brand-new gas car for a new EV takes at least five years to pay off financially, even saving $1,500 to $2,500 a year on fuel and maintenance — and that’s before you price the new machine itself. The study’s authors call early retirement of a newer gas car “economically prohibitive under today’s rebates.” For the household running a ten-year-old sedan to work and back, the climate arithmetic is irrelevant until the money arithmetic works. Consumers don’t optimize carbon; they optimize the monthly payment.

Then consider who the advice even applies to. The researchers found a mileage floor below which the EV never repays its manufacturing emissions: about 4,400 miles a year for a car, 6,700 for a pickup. How many drivers know their annual mileage? The low-mileage driver — often older, often careful, often the very person who keeps a car for fifteen years — gets no benefit from the swap. The efficient hybrid driver gets almost none: swapping a plug-in hybrid for a full EV actually raised emissions in the modeled case. So the column’s rhetoric says junk it; the fine print says, well, it depends on how far you drive, what you drive, and what your local power plant burns.

Then follow the car after it leaves your driveway. America runs on a used-car ladder: about two-thirds of lower-income buyers buy used, and nearly four in five privately purchased used cars change hands for under $10,000. New cars bought by wealthier households become somebody else’s affordable car six, ten, fifteen years down the road. Crush a working car early, and you remove a rung. The emissions benefit is real, but so is the family that needed that rung to get to work. Researchers modeling scrappage incentives found that targeting a vehicle’s future emissions, rather than its age, could roughly halve the public cost per ton of carbon avoided — because a flat bounty pays as much to crush a lightly driven efficient car as a heavily driven gas guzzler.

Then there is the environment beyond carbon, the part that keeps shifting under the consumer’s feet. The paper’s ledger is lifetime CO2: what went into building the machine versus what comes out of using it. But manufacturing consumes more than 30 million tons of raw resources a year in Europe alone for replacement products. Then there is lifestyle, the part nobody modeled. The researchers assumed the scrapped car vanishes and the EV takes its place. In real life, the gas car hits the used market, and prices drop. Researchers who reviewed the paper flagged the feedback loop: cheaper used cars can pull people off public transit and into cars. And in this country, the car is not really a consumer choice — more than nine in ten urban trips in the U.S. and Canadian sample were made by car, compared with fewer than half in Europe. For many households, the car is how you get to work, get the kids to school, and see a doctor. Telling those households the greenest move is to junk a working car misunderstands what the car is.

So the repair-or-replace question Coren raises is the right one, and the ratio he and the researchers offer—how much energy goes into building a machine versus running it over its life—is genuinely useful. But consumers trying to keep up with a constantly evolving discussion deserve honesty about what the numbers can and can’t tell them. Repair the phone, where most emissions are in manufacturing. Replace the incandescent bulb, obviously. In between, estimate actual use: the seldom-used dishwasher may not warrant replacement; the always-on television might. The full cost of technology — a car, an appliance, anything plugged in or fueled up — is measured in dollars a household can actually spend, in affordable machines that exist or don’t, in resources mined and materials recycled, and in a way of life built around the machine. That is the argument: a study that counts only the carbon gets the physics right and the decision wrong.

Intel issued no news releases this week. No milestones, no delays, no funding announcements out of New Albany. But four years into the Silicon Heartland bet, the construction keeps changing central Ohio around it — in the power grid, on the roads, in the housing market, and now in the hearing rooms.

The power fight is the story now. The week’s sharpest development wasn’t Intel’s at all. It was Meta’s. A guest column in the Columbus Dispatch took aim at the four gas-fired power plants Meta wants to run behind the meter for its Prometheus data center in New Albany — 1,150 megawatts in all — citing Ohio EPA permit figures of roughly 8.3 million tons of greenhouse gases a year and 482 tons of fine particulate matter. A public hearing on the 500-megawatt Neo plant is set for Oct. 6, and Save Ohio Parks held a workshop this week teaching residents how to testify. It repeats Sep. 29.

That’s the same Licking County power market where Intel’s fab sits — and where the substation built for Intel’s delayed fab now sits idle. A national outlet recirculated the story this week that Meta and AEP Ohio want to route that idle 250 megawatts to Meta’s data center for now, with Intel’s full 500 megawatts restored in 2029. The original reporting dates to last December, so it isn’t new. But it tells you where the region’s electricity math stands.

A possible partner. Just outside this week’s window: Reuters reported Sep. 16 that SK Hynix is in exploratory talks to make memory chips at Intel’s Ohio campus, either by leasing fab space or through a joint venture with cloud providers. Intel declined to comment. It’s the first concrete potential customer for the delayed fab since the preliminary Apple chip deal reported in May — and both companies’ shares jumped on the news.

The long clock. None of this changes the timeline. The project remains in above-grade structural work, with more than 9.4 million construction hours logged as of Sep. 1 and workers drawn from 83 of Ohio’s 88 counties. Fab 1 is targeted for completion in 2030, with production in 2030–31; the second fab in 2031, with production in 2032. Equipment move-in is still years out. Intel has spent $5.26 billion on Ohio One so far.

So the near-term central Ohio story is infrastructure, not Intel jobs. LinkUS reported this week that its bus rapid transit designs are 90% complete, with 10 miles of trails in the works — framed explicitly around connecting residents to advanced-manufacturing jobs near the Intel site. A $1.6 billion fourth water treatment plant is under construction, due by 2032; Intel’s two fabs would need about 5 million gallons a day when they open. AEP Ohio has warned that greater-Columbus electricity demand could rival Manhattan’s by 2030, driven overwhelmingly by data centers. And a local realtor’s figures put New Albany’s median sale price near $825,000, up almost 30% from a year ago.

The barometer. Sen. Bernie Moreno, who a year ago floated the idea the project could be a “fraud” or “charade,” said this month he’s “extraordinarily confident” Intel is “100% committed” to finishing New Albany — then added: “does that mean it’s going to happen? Absolutely not.”

What to watch: the Oct. 6 hearing on Meta’s Neo plant, and whether the SK Hynix talks firm up or fade.

THE ADVANCE: THE PRICE WAR

On Tuesday, Anthropic and OpenAI launched new models within about an hour of each other, and the real news wasn’t capability. It was price.

Anthropic’s Claude Opus 5.5 runs $4 per million input tokens and $20 per million output, down from $5 and $25, answers 30% faster, and cut the price of cache reads, the discount for reusing context, by 60%.

OpenAI answered with GPT-6 Sol ($2 in, $10 out) for coding and agent work, and GPT-6 Luna ($0.10 in, $0.50 out) for high-volume routine jobs like summarization. Both are roughly half the price of their GPT-5.6 predecessors.

xAI went the other direction: Grok 4.7 doubles the rate for prompts over 200,000 tokens.

Translation: the frontier fight has moved from whose model is smartest to whose intelligence is cheapest. If you buy AI by the token, this was the best week of the year.

CHIPS & IRON

Reuters reported September 16 that SK Hynix is in early talks with Intel to manufacture memory chips at the New Albany, Ohio fab, either by leasing space or through a joint venture with the big cloud companies. It would be SK Hynix’s first manufacturing on US soil. Neither company confirmed anything; Intel’s stock jumped anyway.

Ohio One’s first fab is now targeted for 2030, the second for 2031. A tenant like SK Hynix would put that delayed, expensive asset to work.

Meanwhile, the money behind data centers got nervous. Reports this week said the loans behind Oracle’s New Mexico data center are trading at 89 to 91 cents on the dollar after local opposition and a blocked gas pipeline, and Oracle sent a force majeure notice on its 2.45-gigawatt site there. Not everyone is nervous: Akamai rose 20% on an $11.6 billion compute deal with Anthropic.

THE DEBATE: WHO SLOWS DOWN, AND WHO DECIDES

Anthropic CEO Dario Amodei published an essay September 12 calling for a deliberate global slowdown in AI development, warning that AI could soon coordinate swarms of agents capable of taking over the internet. Sam Altman, Demis Hassabis, Elon Musk and Satya Nadella all backed the idea. President Trump called it a hoax: “the robots are not going to be taking over the world.”

Then came Wednesday’s UN Security Council session, the first devoted to AI loss-of-control risk. Altman, Amodei, Hugging Face’s Clément Delangue and scientist Yoshua Bengio all spoke. Bengio proposed licensing frontier AI the way we license aviation and nuclear power, with mandatory liability insurance. The US answer came from White House science adviser Michael Kratsios: America “totally rejects” centralized international control. A day earlier at the General Assembly, Trump had called global AI oversight a “globalist scheme.”

The same week, Bill Gates warned that AI is powerful enough to cause events killing a billion people and said industry self-regulation isn’t enough. Senators Sanders and Casar introduced a bill to create a Department of Artificial Intelligence and pause covered development.

So: the labs say slow down, Washington says no global rules, Congress has a bill. Nobody is in charge. That was the week’s real story.

(Also at the Trump-Xi summit: no AI breakthrough, but the two sides agreed to keep talking, next round in November, plus a channel for AI incidents. And both presidents agreed AI should maybe be renamed “SI,” for superintelligence. Sure.)

Gaming communities, messaging platforms and other high-volume social environments provide attackers with plausible reasons to initiate conversations before moving targets to external services.

The larger pattern to watch this week is therefore convergence.

Frontier models are approaching capability thresholds that require stronger containment. AI agents are gaining greater operational authority. Hardware companies are experimenting with architectures optimized specifically for inference. Researchers are trying to make model behavior and evaluation more reliable. Open-source communities are attempting to defend scarce human attention from low-cost generated output. And security organizations are increasingly designing controls around the assumption that AI systems will both act autonomously and be used by malicious actors.

The LLM industry’s next phase may consequently be defined less by benchmark gains alone and more by a different question: how much capability can be deployed without giving models — or the people using them — more authority than surrounding systems can safely absorb.

Fox Corporation’s proposed $22 billion acquisition of Roku would unite one of the country’s largest owners of news, sports and entertainment programming with a platform that helps more than 100 million households find and watch streaming television.

For viewers, nothing changes immediately. The cash-and-stock transaction still requires shareholder and regulatory approval and is expected to close in the first half of 2027. But the deal could eventually affect how content is promoted on Roku devices, how advertising is targeted and how Fox competes with other streaming services.

Fox owns Fox News, Fox Sports, the Fox broadcast network and the free, advertising-supported streaming service Tubi. Roku makes streaming players, licenses its operating system to television manufacturers and operates The Roku Channel.

The companies said the combined business would be the third-largest participant in U.S. television by viewing share. They also said Roku would continue to operate as an open platform for outside streaming services.

Fox content could become more visible

Roku does more than manufacture streaming devices. Its software controls the home screens, search tools and recommendation areas through which many viewers discover programs and services.

That gives Roku influence over which apps and programs receive prominent placement.

Roku founder and CEO Anthony Wood said after the deal was announced that Fox properties would be included in Roku’s promotional areas. He cited deeper integration of Fox Sports into Roku’s Sports Zone as one example. Wood also said Roku would continue promoting content from outside partners.

That balance will be closely watched. Once Fox owns the platform, it will have a financial incentive to promote its own programming while continuing to convince Netflix, Disney, Amazon and other services that Roku remains a neutral and valuable distributor.

A larger advertising operation

Advertising is central to both companies’ streaming strategies.

Roku earns much of its platform revenue through advertising and revenue-sharing arrangements with streaming services. Fox also relies heavily on advertising across its television networks and Tubi.

The acquisition would give Fox access to Roku’s connected-TV platform, direct viewer relationships and first-party data. The companies described those assets as important to improving engagement and monetization.

That could allow the combined company to target television advertising more precisely. Whether it would also produce more advertising for individual viewers is not yet clear.

Questions about viewer data

Roku gathers information about activity on its platform to recommend content, measure audiences and sell advertising. Fox has its own audience information from its broadcast, cable and streaming operations.

Combining those businesses could make the resulting advertising platform more valuable. It could also raise questions about how information from different services is pooled, analyzed and used.

The companies’ announcement emphasized the value of Roku’s first-party data but did not detail any changes to consumer privacy practices.

Could streaming services face new pressure?

Roku has previously engaged in distribution disputes with major streaming providers, occasionally delaying or interrupting access to apps while the companies negotiated terms.

Ownership by Fox could add another consideration to those talks: Roku’s corporate parent would also be competing for viewers and advertising dollars through Tubi, Fox One and other Fox properties.

There is no evidence that Fox plans to remove or disadvantage rival services. The companies have publicly committed to keeping Roku open and partner-friendly. Still, the success of the deal may depend partly on whether other streaming companies believe that commitment.

What happens now?

The acquisition must win approval from Fox and Roku shareholders and from regulators in the United States and certain other countries. The companies expect the transaction to close during the first half of 2027.

Until then, Roku devices and apps should continue operating as before.

The larger question is what happens after Fox controls both a major programming portfolio and one of the principal interfaces through which viewers find television. Roku says the platform will remain open. Fox, meanwhile, will have more opportunities to put its own programming in front of Roku users.

How the combined company manages those competing interests will determine whether the deal merely changes Roku’s ownership—or changes the experience of watching it.

The timing raises the financial stakes. OpenAI recently disclosed that it had confidentially filed for a U.S. IPO that could take place as early as September and value the company at as much as $1 trillion, according to Reuters. Google broadens Gemini’s reach

Google, meanwhile, is moving quickly to turn its AI research into widely available products.

The company recently introduced Gemini 3.5 Live Translate, a speech-to-speech model that automatically detects more than 70 languages and produces translated audio intended to preserve a speaker’s tone, pacing and pitch. Google is rolling it out through the Translate app, offering it to developers through the Gemini Live API and testing it in Google Meet.

Google has also upgraded NotebookLM with more agent-like research capabilities. The new system can help users locate sources, run code in a secure cloud environment and create outputs including spreadsheets, presentations, PDFs and visualizations. Initial access is focused on Google AI Ultra and certain Workspace users.

The better way to think about AI may be this. It is not learning as humans learn. It is being trained, corrected, and extended by human beings.
